Note that some engines, the vacuum pump is located on top of the intake manifold, others it is located below the intake.

So is replacing valve cover gaskets and cam seals part of a timing belt/water pump relacement?

No. The valve cover is not removed during a timing belt or water pump job.

So I cleaned the throttle body and start-stumble stopped. Replaced the suction pump and it started doing it again. Go figure.

By the way, the old suction pump broke apart during removal and did not show any signs of being clogged. It may have malfunctioned but it was not clogged.

Cleaning the MAF sensor finally cured the cold-start stumble.
