Cam sensor (G40) signal too low....?

Not sure where to start with this one. Replaced the timing belt on this about a year ago and got the infamous P1340 (cam/crank out of sync). The car was lying up for winter and I moved the belt back a tooth (the mark on the cam gear is at the foot of a tooth). At this setting the marks seem to line up perfectly, or at least within less than a tooth difference.

Now im getting the G40 signal too low error, tried a different sensor, no change. Could the timing be wrong still or is there somthing else I need to check? Car is really hard to start from cold.

When I get back home ill post the specific VAG/Code.

/edit, I might take the bolts off the CPS and try different positions to see if it "lines up" at all.
