Default 2002 Beetle Turbo won't start

Okay, had the coil packs (again)& all spark plugs changed in late February. My daughter has been driving around town in it.The car has gone 46 miles since the changes made, started no problem. Went to move the car, wont turn over. Checked the battery connection, fine, see no leaking hoses or broken ones. Feels like the car isn't getting gas, pumped the gas peddle on trying to start it, ended up flooding it can smell the gas. I let it sit over night, still wont start.
My daughter says there is a half of tank of gas which seems about right. The car cranks, won't start hear a whirring after it attempts to start and doesn't. I tried calling the mechanic who worked on it, not open on saturdays anymore, and is currently in utah. What is going on with this? The lights come on, after a few seconds, some of the lights stay on, the battery, engine, etc. The gas gage won't measure though.
The battery is new. The last thing that was changes was a check valve, the car has run fine after it was replaced. it is some sort of one way valve, i replaced it exactly in the same position as the old one. I am so fustrated with this car already to the point of letting the finance company have it back.

could it be the fuel filter? never been replaced since I have owned the car. Would this cause the car to not start or turn over?

Has the timing belt been replaced? Sounds like it has jumped timing

Check all the fuses...esp fuel pump

Could be the fuel filter... the fact that you seem to be able to flood it though kinda makes one think that might not be the problem...

does giving it a little gas get it started?

has your coolant temp sensor been replaced? Those can cause all sorts of fun cold start problems.

But, yeah, check the fuses and listen for the pump to run when you open the driver's door.

sensor was replaced already, it wont turn over at all, smells like gas...i not know what sound i am looking for when i open the door
just checked all the fuses, the panel by the front door. all the fuses look perfect
I kept trying to listen for any sounds, but i do not hear anything. tried to start the car, it still wants to start, but doesn't, you can smell gas, the whirring sound after it tries to start still can be heard.

Off the top of my head the "whirring sound" is the fuel pump. When you attempt to start it does it sound like this?

When you open the door you should hear the fuel pump run for 3or 4 seconds as it primes the fuel line to the injectors, just a slight wirl sound for just a few seconds

So when you tried to start the car, does the motor turn over? If yes, get a compression check.

The gas you smell is vaporized gas and is an accident waiting to happen. Check the fuel injectors, fuel lines and vacuum hoses.
