Default radiator fan switch location

My friend has a 99 vw beetle 1.8turbo.
The car has a lot of problems with it, but right now I am trying to trouble shoot this one:

The fans come on immediately when you crank the car up from a night of sitting in the 40 degree cold.

To start, I want to try and check the so called radiator fan thermo switch to see if its shorted, but i do not know where its located. I have read several threads on here suggesting that it is "on the radiator", but "its hard to get to".
However, her father asked a VW mechanic who according to her claims that there is "no sensor on the radiator".

Can someone confirm/deny this? Where is the sensor? Do you have any pictures??

If this is not the problem, I am going to try and test the Fan control module.
