For your 2001 TDI, you have several options if you want to go faster. But upgrading the turbo alone I think is not enough. You want to upgrade other ancillary components as well. Here's my chronological recipe to go faster:

1. Upgrade nozzles ($200-$300)
2. Tuning (~$300)
3. Turbo (~$1300)
4. Upgrade/add intercooler (up to $800)
4. Upgrade clutch (assuming you have a 5speed manual) ($300+labor)

So far, I'm at step 1. I'm looking to get to step 2 soon. You can find various parts at www.kermatdi.com, www.tyrolsport.com and www.tdiparts.com. As for tuning, www.rocketchip.com is here on the east coast. Not sure who is avaible on the west coast. Goodluck, let us know what you do.

If you want mileage, then I suggest just the following two:

1. Tuning (~$300)
2. .681 Gearing (~$300+install, assuming manual tranny)
