Cooling fans keep blowing fuse

Ok I need some help, I have a 2001 NB that keeps blowing the fuse that makes the fan motors come on. I have jumbered the fuse and the fans come on like they suppose to but everytime I change the fuse it blows it. Any Ideas what may be causing this or how I can fix it?

I have been having trouble with my beetle blowing fuses as well and I kept replacing them until one day there was smoke coming from the fuse box. Unon having someone else look at this further we found melted wiring. I would be very careful with this. I still haven't gotten any answers on mine and now need to replace the wiring under the dash but can't afford a dealer and no one else knows what the wiring part is called or what the parts number is so my beetle is just sitting until I can afford to get what I need. It even burnt a whole in the box under the dash (not the fuse box that you can see) and I had to replace this as well only to still have problems.
