Default 2000 New Beetle TDi - Relay Intermittently Buzzes when Turning Ignition Key

My 2000 Beetle TDI is intermittently having a problem starting. Sometimes when you turn the key over the #53 Relay Switch for the Clutch Pedal Switch is buzzes. I am also able to start the vehicle without depressing the clutch pedal. Has anyone experienced this issue? I have searched the forum with no success. Please help with any insight.

If the car starts without the pushing the clutch, then the relay is fine. Sounds like the clutch switch is not operating correctly. There are 2 switches on the clutch pedal, the one you want to replace is white/gray and is WAY up on top of the pedal assembly.

Yeah, I just figured out that the plunger for the white/gray clutch switch isn't fully retracting. However, I'm still having the starting issue with a new switch.
I have swapped the #53 relays around, but no solution. I guess I can rule out the relay.
