I have an R32 steerign wheel swapped into my 2001 NB. It was all plug and play as long as you get a 3-spoke airbag with the wheel. I found mine on VW Vortex for a decent price as somebody was gutting an R32 into a racing project and had the wheel up for sale.
The hardest part of the install was removing my stock steering wheel. No matter how hard we tried, neither my friend (VW tech) or I could get enough leverage on the spring clamps that hold the steering wheel to the steering column to get them to budge and release the stock wheel. After a couple hours of trying we gave up and cut the sides out of the stock wheel so we had direct access to the spring clamps and were able to release them. Once released, and with the stock wheel removed, the R32 wheel installed in seconds. Of course, since this trashed the boot at the back of the stock wheel, the mod is irreversible. Hopefuly your stock wheel will be much easier to remove. I've seen it done in minutes but for some reason mine was very stubborn.
