Unhappy Engine turning over followed by a brief screeching noise - What is that?

Hi guys, so here's this problem I've recently run into. Once in a while when I turn the ignition to the on position and the engine turns over, there's this brief screeching "ekkkkkrekkkkk" noise, which sounds like the noise when the engine is already on and you turn the ignition again. It does not happen everytime I start the car, maybe 2 out of every 10 times, never in a row, and can never be expected when it's going to happen. Has this occured to anyone?

Another thing I'd like to ask for your insight is this pull when the car slows down, i.e., if I'm approaching a red light, I step on the brake, the rpm slows from 3000 to 1000, around some points in that range it would rev up to 1500-2000 causing this brief pull. I know it's not the brake because it happens even when I don't apply the brake. This eventually fades away (i.e., first red light rev from 1000-1500, second red light 1000-1200, and finally to a point where you don't notice it any more, then disappear, no more pull after a couple blocks) But the thing is it happens eveytime I start the car, it doesn't matter if the engine is cold or hot, I would drive a couple blocks and it would go away.

Help me !

You need a new starter.

Either you clean and lube the starter or replace it will solve the noise problem.

Okay, so it'd be most likely the starter. The part itself to be replaced is pretty pricey though . Does anyone know anything about the second problem? Thanks for all the input guys !
