Default secondary air pump. yay.

i have a few questions relating to the secondary air pump. first, does the motor have thermal protection? i have one that has 12 v. at the terminals constantly. my pump is running, then shutting off momentarily, then coming back on. it felt really hot when i was working with it. since i have 12v. on the terminals all the time i suspect i have a relay stuck, or something else, that is telling it to be on all the time. it's probably only shutting off momentarily due to overheating. does this sound about right?
so, i think what i need to know is a method for locating and checking the relay, or other device that might be keeping this turned on. any suggestions? thanks a lot in advance for the help.
