After running the car for some time in hot conditions (or idling), computer will start the fans to cool down the radiator. When you turn off the engine, fans will continue to spin until sensor send the signal to the computer to shut it off, whether the engine is running or not. So that,s normal and usually the fans run few minutes after the engine is shut off. If the fans are running for long time ( say 10 minutes ) your temp sensor is most likely busted.
If the fans start spinning out of the blue you should check your temp sensor or thermostat or something like that. Someone here will jump in and point out which part might be busted.

Hope that helped

Temp. sensor is cheap. Less than $30 and an easy DIY job.

Find some vw service ( not the dealership ) and ask them for estimate. Should be less than 100 bucks if its thermostat or some temp sender.

Here is a diagram of all the engine sensors and senders.
Number 13 is my guess.

Good luck.
