turn on fog lights

Hello everyone...new 2000 beetle owner here. Please excuse my ignorance but I have a crazy question. Do the fog lights come on when the headlights are turned on? I do not have a manual and I cannot find a switch to turn them on. I just hope that both lights are not burnt out already.

if they don't come on with the headlights, try pulling the headlight knob outward
