Fans not working. No Heat

I've read all the posts here about cooling systems.

I re-drained my system, and did the coolant as posted, in an effort to get the air out. After 3 mins of 2000rpm, then idle until the fans turn on, the fans never turned on!

I have also read all the fan testing posts. Yes both fans work, and the red to red/white or red/yellow works. I replaced the fan sensor in the radiator. And also the temp sensor. Still nothing.

We rebuilt the motor, and it runs perfect other than shutting down after about 20 min. Fans never come on, and heat never gets hot!

Has a new water pump, and almost everying is new.

Love to hear some advice. About to punt!

Also, my VW is a 1998. It has two hoses coming out of the air control valve. I see the diagram under the hood. I conected the lower hose to the small hose dashpot behind the throttle. Any idea where teh other one goes??(teh upper one)
