Default fuses blowing need a little help

I have not been able to pinpoint a thread that points in a direction and I am new to the VW world, so thought I would post here.

Just finished the Head and timing belt swap for the 2002 2.0 and buttoned all together last night. Then we tried to start, nothing, it would turn over but not start. I started looking at the fuses and I fould that fuse #10 and Fuse #14 are both blown. I attempted to replace, but fuse #10 blows as soon as I attempt to replace or blows as soon as I turn the key. Fuse #14 (engine and gas, I think that is what the bently put it as, blows as soon as I turn the key. I guess I need to now where to start. I do not have a vag-com, though if it would help and not be a waste of $$ then I would entertain the idea of a purchase.

But really where should I start?

Windows do not work, radio not working, rear latch and remote does not seem to work not sure what is related, seen mention of the ccm? but not sure if that would hurt the fuse?
