I am about to do this for my 02 bug.
They are asking 299 for the whole tune up, and they basically (at least at my dealership) look over everything, fluid, tires, brakes, electrical, sensors, timing, they check the belts, do an oil change, drive the car to make sure it drives ok and there isnt something the owner doesnt notice. They refill all fluids, lube the body, the doors, make sure the power window regulator isnt going bad, pull any codes from the car, and then rotate the tires.

Its all pretty basic stuff really, but since Vdubs dont need the timing belt done at 60k, its really just to make sure you can make it to the timing belt change, because sometimes things do flake out as im sure most of us know here.
