Sounds fair to me...I always thought it was good that they were restricted like that.
If you see someone and want to make a
NICE comment...PM them or use the reputation system to send them a
NICE comment privately.
The Rep system is used by clicking on the little page with the green plus sign at the top right of the person's last post in the thread (well, all posts, but the last is probably the most accessible.)
