WD-40 them the night before you need them off. Same problem here but I soaked them good. If you really want to break them off, use an impact wrench. That'll either break them or get them loose. DO use new copper locking nuts. Regular steel nuts will come off since they do not expand and contract well with heat. Made that mistake on the air-cooled engine.
When doing this turbo removal, don't make extra work. It took about a day to do my OEM turbo removal and install. Thats taking my time and having torqued everything to spec. Can't forget about doing it in a cold garage.. on the floor with only car ramps.
