This is a civil engineer's worst nightmare...yet it is extremely interesting and a lot can be learned. Water is an extremely powerful thing. Roads and cars are no match for it when it gets like this.
There is no reason for floods to kill people. Simply put, do not drive across flooded roads...and try to stay on higher ground. Look out for the little creeks and valleys and be cautious of roads that go over them. Culverts can and do blowout and roads get undermined even if they are not underwater. People get themselves in trouble by going places they shouldn't...plain and simple. Look at those pictures posted and how many people are trying to drive into flooded areas.
