Default Glove box light never turns off...is this normal?

The glove box light does not turn on when the car is off, which I'm assuming is normal, but when the car IS on, it won't turn off. Even when the glove box door is shut, you can see the light coming through. I've tried turning my lights dial, and it makes no difference if my low beams are on or turned off.

The glove box itself is missing the latch, but it still seems to close properly. The unit itself isn't in as great as it could be though--it's a little wobbly and it doesn't seem that the back of the unit is attached to the front of it the right way.

Should the light always be on? If not, what might be the problem? Should I spend the money to replace the entire glovebox, or would that not even solve the issue?

Edit: Oh yeah, and this is a 2001 Beetle GLS I'm talking about.
