It really has nothing to do with the NB being an outgoing model. All manufacturers have specific dates for when they start and end the builds of model year. And March is pretty late into that year. It takes some time to switch over to the next model year, and with the next year vehicles hitting dealerships normally around July - August, that doesn't leave much time.
Sure, you can still order a vehicle in March with manufacturers that allow a custom order, but there's probably a good chance with most, that the vehicle you order will have to be for the next model year. So if you were to go out and custom order a Corolla right now, the vehicle you'd get would probably be a 2011.
