You CAN, however, raise the spoiler manually with the switch that is under the dash, but if I remember correctly, it won't stay UP because the speed control makes it go back down again? (might be wrong). But you can snip one of the wires somewhere in the mess and then the switch is the ONLY thing controlling it.
Some folks just move the switch from UNDER the dash, to somewhere within easy reach so you make it go up or down anytime you like.

Exactly what Evanrude said. The switch under the dash is the key and by cutting a little wire you can manually control it.
