Yes but badly. The engine runs off-boost a lot of the time anyway but you will know the difference. Some failures are the oid seals in which case you'll leave a smog trail and likely get pulled for emissions anyway (depending on where you live).
If the car runs good when you get it then prepare for water pump/timing belt and other routine maintenance, turbo failure isn't so predictable as it depends on oil, frequency of oil changes, usage and whether it has been shut off hot many times...
