Can I swap my 02 tdi alh with an 04 tdi bew? How hard is it?

Head on over to TDIclub.com for help with this.
But I have to ask...why? As far as I'm concerned the ALH is the most desirable engine. I know for sure you'll need the wiring harness, ECU and gauge cluster from a BEW equipped car as well as a lift pump.
Even if your ALH is shot it would be more cost-effective to fix or replace it with another ALH.

From what I understand, you can put the ALH head on the BEW block but there is some sensor wheel missing on the BEW crank. You need to pull the crank and install the wheel. This would let you reuse all the ALH parts. There are threads over on tdiclub detailing the conversion.
As mentioned in the previous reply, you'd need a whole lot to drop in the complete BEW engine. I think it would be about as hard as putting the BEW into a 2.0 gas beetle.

I guess I havent seen those threads. My question is, why? Arent the block, rods, crank nearly identical? From my understanding the primary difference between the engines is the head and fuel delivery system.

Actually the crank is beefier on the BEW engine than the ALH. Larger journals, I believe.
Here is the first thread I came across about it:

Sounds like a good idea if you are planning on building a high hp ALH engine. Start with a stronger bottom end and build up. Doesn't seem worth it otherwise, just drop in some nozzles on the ALH and your up there with a PD.
