jop - getting a new radio. that's mostly the first step to improve the sound. then you could get some new speakers with a higher effectiveness (louder at lower power input). You can get a good setup by spending less than 300$ on the radio and less than 300$ on speakers...

the cheapest thing you could do to improve the sound is to dam the door panels (so they stop making irritating noises at deep tones). That doesn't make it louder, but makes it sound better while playing loud music

Picknicker has some good advice. But if you don't have a ton of money, you can get inexpensive speakers that still sound nice for around $150 or less. A good deck that will output decent level and quality of sound will fetch about $120-150. You really need to shop around! Install kits will cost you about $40 for harness and adapter for dash.
The OEM system (non-monsoon) just lacks any way of easily upgrading on the cheap. The Monsoon system is fine for me, way loud and sound quality is passable. Upgrading to it would be a hassle altogether, if it's already not installed
