Would I be able to use this in my 03 Beetle? He mentions that he doesn't provide the plugs so would mine work?

Yes, pull the plugs out of yours and plug them into this one and it will work fine, assuming

1. it's a good, working radio

2. seller provides the code.

3. Seller should have stated whether this is Monsoon or non-Monsoon radio. The radio in the photo IS NOT and if you currently have a Monsoon radio, you'll likely be disappointed. It's all just easier to replace yours with the same kind in this regard.
