Radio won't turn on

Hello, I am working on getting a 98 Beetle going again that has been sitting for 5 years. I got the code off the sticker from under the tire well and expected to put it in. When I turn the key on and attempt to hit the on button for the stereo but I do not get safe to display or anything. I checked fuse # 37 and that is good. Is this something with the security from having no battery hooked up or is this a different problem?

I pulled the factory stereo out this morning and found that the fuse in the back of it is blown. What the cause was I do not know. I didn't have a new fuse on hand so I purchased one today and will put it in to see what results I get when I get a chance.
