the easiest swap would be for same engine code and possibly year.
If you go differnt, any 1.8t, 2.0, or tdi will bolt in there with ease but you'll need a differnt ecu and wiring harness. You'll need to run intercooler piping for hte tdi or 1.8 if it's a 2.0, and you can fit a vr6 in there, but you'll need vr6 motor mounts, and tranny, and axles, etc..... Also, early '99 bugs, lime mine have cable driven trottles. The later models have drive by wire. That should probably be your #1 concern of doing a differnt motor.
