Does it actually state that they were supposed to be working?

Could be on break, lunch, or a number of things....cold even be that they didn't have to be on duty, but were hanging out because they are dedicated workers.

There are 2 types of jobs.

First is a productivity job.. aka factory work, corporate, jobs that this type of activity cuts into profits or work to be done.

Second is the stand by job. Dispatchers, clerical, operators etc. Where the task is not time sensitive.


Sure you don't want your security gaurd on the snooze, but at nasa, waiting for something to beep, or someone to call at 0300 can get down right boring.

Studies have proven that a mind at work is better at handling complex tasks when called upon than a mind forced to stay awake with no motivators. Playing cards or reading a book is actually good. The sleep thing could be viewed as negative, but if it keeps someone more alert when duty calls, then I'm for it. (flight controllers excluded.. )

So, don't read into this behavior as BAD. Sure some people frown on sleep, especially deep sleepers, but killing time playing a card game is hardly bad work ethic.

Anyone who has worked overnight shift work can relate to this.

Definatly a Gov't job. However, they aren't suppose to be playing GAMES on the computers ... ever. Even during lunch.

Is that a Gov't IPR, SOP, "RULE" that covers all Gov't jobs?

Is twiddling your thumbs approved for down time?

I entertain a "Gov't job" and well I play games, and search the internet, and handle my job just fine when someone calls in a robery, or home invasion where I need to have my mind at peak performance. Usually we just make fun of how stupid people are who can't think on their own, but sometimes we just play games.

Some jobs just have downtime, and unfortunately the "fishbowl" effect creates a bad image, but only to those who are uneducated in the job requirements.

Like one of my co-workers once put it.. "you can prove my eyes were shut, but you can't prove I was sleeping"

Oh, so you were just "resting your eyes"? haha

I used to work a Sunday shift where NOTHING ever happened. I didn't care who was watching me sleep at my desk.

I once worked for an unnamed branch of the gov't. They didn't allow game-playing or forum-surfing at work (grounds for immediate walk-you-to-the-door).

Interesting pictures. It only takes a few to besmudge and besmirch the many...

Well said... I'm one of those that needs constant stimulus from my work - so I can stay on task.

Oh c'mon... like no one has ever been caught slacking on the job- or even if you haven't been caught, you've done it. No one said these guys were supposed to be monitoring something very important at the moment they were caught. Maybe they were having a boring day and they were sick... or their baby had kept them up at night, or they're going through a nasty divorce that has worn them out. I know there is no excuse for slacking but we're all guilty of it at some point in time. These photos could have been taken over a number of years. Some of you are probably writing in this very forum while you're at work right now! I know I do it!
