Default Drywall damage - need suggestions

My daughter bought a townhouse a few weeks ago. It had some truly hideous wallpaper in the dining room. It was a vinyl type paper and came off easily using just a small amount of Dif (wallpaper remover). The room had never been textured and had a previous wallpaper on it. When a previous owner removed the old wallpaper, they pulled off the paper covering over the drywall leaving it kind of fuzzy (think grocery store brown paper sack fuzzy). When I pulled off the newer hideous wallpaper, the damage is now exposed. A large amount of the drywall is fine but there are areas where the paper is fuzzy. We are planning on mudding the drywall and texturing the walls so they can be painted.

Here's the problem. Should I put something like Kilz on the damaged drywall to seal it? The mudding process will introduce a large amount of moisture into the drywall which could cause mold. I'm guessing I should lightly sand the damaged areas and then apply a sealer like Kilz oil base.

Anyone else have experience with this kind of thing?

Is the only reason for mudding to cover the damage? Or is it because she wants textured walls?

I wonder if you could just apply a couple of coats of something like Kilz and then just sand it smooth (to take the "fuzzies" that would then be coated with paint off).

She wants the wall textured. The wall had a chair rail. The lower part of the wall is textured. It would look funny if half the wall was textured and the other half was not.

Just skim coat the areas where the paper is peeled away with the mud, let dry completely, sand and then top and texture as you normally would. You should not have to worry about mold or anything, as when you paint, it will be sealed from future moisture and air. Just make sure the skim coat is good and dry before texturing. I would skim the entire wall before texturing to make sure that it adheres well.

drywall mud is the same stuff thats inside of drywall just skim the wall with mud, If was me I wouldnt even bother since you are going to texture the wall and will be putting on large amounts of mud anyways. There is no chance of mold unless the wall stays wet for days which it should'nt my texture job was drying as I put it on!!!.
