Default Freelance ... and how to charge?

Now that I have graduated ... I want to start doing some freelance work. I have a full time job already but, I need so supplement my pay with a bit of freelance (especially when those dang student loan banks want their money).

Has anyone, or does anyone here do freelance work? How do I set a pay scale? I would like to do something along the lines of:

Option 1. Low quality with 'x' number of renders.
Option 2. Middle quality with 'x' number of renders.
Option 3. High quality with 'x' number of renders.

Of course, I would define what each option meant and give examples. And, charge 50% (is that a good number) up front and the rest on delivery (being paid BEFORE delivering the final product).

How does one go about making sure they are ok tax wise? 0_O ... bleh. Evil taxes.

What do you freelance people do? Give me tips/advice.
