I would say that is way beyond the norm, assuming average annual mileage. How did your replacements compare in longevity as compared to the originals?
What brand(s) are you buying? Are you compromising the bulbs by handling them with bare fingers during replacement? Aside from cheap bulbs or improper handling, voltage spikes to the headlights or excessive vibration are the two things that come to mind as a possible cause of premature failure. Did you confront your Dealer with the issue during your warranty period?

I have not read anything good about Oshram Sylvania, but have read nothing but good about Oshram (European), the parent company of Oshram Sylvania.
Here for example -
Car Bulbs, Headlight Bulbs, Xenon Bulbs from Philips and Osram | PowerBulbs
or -

Thanks for info, yes the first 5 times lights burned out car was under warranty so the dealer changed the light the first time they said one of the pig tail was bad so they changed them, but shortly ofter they burned out again they didn't no why, so I had to replace it myself after that I funded out passengers side light locking clip was broken so I had to replace it, I was very careful not to touch light
bulbs with hands i replaced light withbulbs sylvania, but no luck.

So you have documentation that the Dealer was aware of a problem while still under warranty? Why would you accept "We don't know why! Sorry!"? Sorry, I'd be back at the Dealer!

You saw my comment about Oshram/Sylvania, but it sounds like after 9 pairs of bulbs there's an issue besides the bulb quality. You have made no mention of ever replacing the high beams, so those are OEM quality, try swapping the high beam bulbs with the aftermarket low beam bulbs and see what type of longevity you get.
