Default cleaning tiny white spots on paint

I'm having a hard time getting some very small white spots off my paint. I've even tried clay bar and they won't come off. If I scrape with my fingernail they'll come off, but I don't want to scratch the paint. Any ideas?

I LOVE the Stoner Tar remover, it's the best tar remover hands down.
