Default touch up paint (small chips)

Hi, We have a couple of very minor, .25" or less chips in the rear bumper area of our 05 vert. The color is Aquarius Blue. What's the best way to go? Pens, hobby brush, the Testor's type bottle with the little brush, tape and spray w/clear, what's the concensus on how to deal with these tiny chips?

I have one I need to address as well.
My friend (detail fanatic) cleans the chip very well then starts applying thin coats of touch up paint (but from dealer) using a toothpick, Kinda let the paint wick off of the toothpick and into the chip and keep building layers. Once its thick and well covered and dry, wet sand/polish/wax. I don't think he bothere putting a layer of clear coat before the wet sand...but nor sure.
