Default Body shops

Hi,
I broke the front valance on my 2003 NBC, and want to get it replaced. I ordered the part from eBay, and got three estimates for painting and replacing.

Two of the shops would pull the whole front of the car to replace the valance, for about $500. The other shop said they "think" they can do it without pulling the front, and would charge about $380.

So the question is, can it really be done without pulling the front? I haven't asked them what would happen "if" they find out they can't do it for the price they quoted. Or should I bite the bullet and go with the majority? After all, I saved $55 getting the part from eBay.
Thanks...

If by Valance you mean the bumper/fender ?

It needs to come off to be replaced

I think he's talking about the front spoiler! Hope the one he bought was new and primed! He'll spend the $55 he saved having it prep'd and primed.

It's the grill surround with the fog lights, under the bumper. I was told on this forum it was called a valance, so that's the term I used. And both myself and my car are "she's".
Now that that's cleared up, any opinions on fixability?
Thanks
