Switching the VIN isn't legal, so it would be a grey market car. Its been done, but its not fully legit. I personally wouldn't want to own a grey market car, but there are people who do.

1998-2010 Beetle prices are definitely on the rise here in the Chicagoland area. My wife and I having been looking for a second Beetle since late summer when we sold our '79 T-Bird. We are looking for something in the $3000-4000 price range because we do not want car payments. Everything that we've found on craigslist in that price range has been in really bad shape(body rust, expensive mechanical repairs needed, etc). Everything that we've come across that's in comparable condition to my 2000 Bug is selling for 6k, 7k, or more.

Here's a 2003 that was at last year's VW-Fest in Crystal Lake IL that was for sale. This was a good one too!
