Hi, I am new to the forum. I am currently working on a 99 GlS beetle with damage to the floor pan and exhaust system. Hope to get it roadworthy one of these days.

Welcome! In my opinion you have found THE perfect place to find out more information about your NB as you work to restore him/her to be roadworthy. There are SO MANY amazing people here that know so much about these cars - you are in good hands. Me - I don't know much about repairing cars but I sure do love driving them and looking at everyone's amazing pictures here on the site.

The only way I know how to remove/replace the catalytic converter on a Beetle is to take the downpipe off and then cut the Cat off and weld on a replacement.

You could replace it with something like this:
