Default Hole in the bumper?

OK another silly question.
What is that little round hole that is in the passenger side front bumper, that is usually covered by a round disc(that blends into the bumper, till someone rips it off!)???
BTW have been following the old threads and #1)fixed my blinking radiator fluid low light. #2 reset thransmission.
#3 found the holes for my head restraints. THANK YOU!

That is where you screw in the tow ring.

The tow ring is the big brass looking thing back in the spare wheel kit next to the jack.
It's threaded on the end and screws into the hole in question.
