Fan Switch and A/C

I have a 98 Beetle and when I push the A/C button and set the fan to #1. The fan will not blow, but the cold air will blow in when the car is moving. So, I knwo the A/C is working. Now if I select #2,#3 the A/C light goes off, but the fan will blow hot air. This one has me stumped. Has anyone experienced this ?

When I turn my A/C fan speed knob to #2, it turns off A/C.

Off the top of my head, anyone or combination of the following, control switch, fan motor or CCM; however I think this thread might be of some help.
