Default "new" remote programming

just ebay'd a 2nd remote for my "new" 99 TDI.
(numbers match)

I've got half a clue on the key-in-ignition key-in-door-unlock
procedure. Is this only needed for the "new" remote, or
do both/all remotes need to be re-programmed?

Also, does the '99 require a transponder in the key?
(just have uncut blank, non special)

I just had a blank cut and it starts the car without a problem, no programming.

However I need to figure out how to program the remote....

Apparently the 99's are a year before transponder/immobulizer.

The remoter re-program procedure I have (which doesn't
seem to work) is...

Key in ignition to ON

2nd key in door, hold to unlock, supposed to get 2 horn
beeps (I don't)

After the beeps, pressing a key (lock? unlock?) on remote
supposed to set it.

there's a last step to end the procedure/sequence, but the
paper is out in the car. Turn key in the door again for 1
beep or something.

I am having the same issue.Apparently I bought the remote for NB's after 99' and need to find an older model remote.
