Trunk Won't Open

My daughter has a 99 NB with the 2.0. The trunk will not open. When you flip the button the relay does not make a noise. There is power going to the switch. The key will not open the trunk. It will not go all the way in. I am at a loss on how to get the trunk open at all now. I am thinking it could be the relay. Is there any way to open it manually? Any ideas where to start troubleshooting here?

I got it fixed. We had had a hard rain the day before and water leaked in to the third brake light. Dried it out with a hair dryer and sealed the light and all is good. Funny thing when I had the cover off to look at the guts found a bullet hole and a dent where it impacted in the hatch lid. Upon close look I could see where it was repaired on the outside of the hatch. Things that make you say hum.
