Speedometer not working above 55mph?

Hey guys Im new!

Just got me new baby a 98 silver beetle.
Got a good deal on it, but the beetle has a couple problems that came up.

The speedometer once it reaches 55mph starts to fluctuate around and wont go any higher even if I go faster. It doesnt do this every time but most of the time.

As far as I can tell the rest of the cluster works but my cruise doesnt work all the time either unless Im using it wrong but I got it to work twice.

Now before I went to spend lots of money at a shop I thought I would check things out myself. I tried searching and found some info on this happening but no finished threads with the solution to the problem.

A new cluster, a new speed sensor? Anyone else successfully solve this problem?

about the cruise control you may need to do the brake switch recall thing, cause I know that is what rectified my problem Check with your local dealer or a trustworthy mechanic who knows vws. Someone who knows vw will be your best friend I know I just got 100 extra hp that the dealership didnt do.
