OK, this is stolen from here (giving credit to the original author):

"Programming the button REMOTE portion of the key is simple. You do need 2 keys. Put one in the ignition switch, turn on, do not start engine. Close the door, use 2nd key, turn lock in the drivers door and hold in lock position for 10 seconds. Let go of key. Within 5 seconds, press a button on the remote, wait 2 seconds and press it again, the alarm horn will "chirp" this indicates your remote matches the car system and is now recognized. Instructions are only for the keyless entry remote, not the lock key."

Note that this did not work for mine! But I think my remote is dead dead dead!

Default I only have one key

I only had one key to my 2001 Bug....it disappeared so I bought a new one, it works the ignition but I need to program the remote and everywhere I look it says I need 2 keys to do that....HELP

A dealer can program it.

Key fob remote programming was already discussed e.g. here How do you program a remote for 98 new beetle?

Did you look in your manual that came with the car for instruction?
