Unhappy Engine Turns but won't start

My next door neighboor knocked on my door yesterday and ask me to look at his beetle. he told me that it just quit while driving and it will crank but not start. I did some basic chacks.Pulled the fuel line and told him to turn the key to make sure fuel was coming up, it has very good pressure. i pulled a spark plug and lay it next to the intake had my friend start it and it has srong spark. so i checked the injector plug for voltage and they have 12 volts during engine rotation in terminal 1 and terminal 2 has signal from ECM. so my logic dictated that it could be the regulator for the fuel manifold. so i bought some starter fluid and disconnected the intake duct from the filter and sprayed some. However the engine behaved the same. turn but no start. I checked all fuses and used my meter to check the fuel harness and it was all good. At that point i took it personal and i looked into the haynes manual. However it also mentioned the mass air flow sensor as a cause for no engine start. so i walked to my beetle and disconnected the sensor and tried to start my beetle and it worked . so i took the sensor out of the loop but it still does the same thing. I am out of options.I am starting to beleive that the timing belt might be out, that could explain why the starting fluid would not go pass the throttle body while open. I need help please.

Thanks for your time to read this bibliography.. LOL

That's what mine did when the belt went. The belt might just be missing teeth and so be stuck that way and not actually "broken" A big big deal if it's a 1.8 t, not so much damage if it's a 2.0, but still a big job to do.

TB could only have skipped a couple of teeth, total disintegration is not necessary for it to behave this way.

Talking timing

Well guys here is the update, I finnaly worked on my friends car and access the timing belt.
The belt was there but most of the teeth where missing. The cam was 180 degrees from the mark while the crank was just 20 degrees fwd from TDC. I guess the 2.0 engine has enough clearance to avoid massive damage between pistons and valves.
Boy did he got lucky. i was feeling gloomy while installing the water pump and belt. i was completely amazed to turn the key and cranked right up. I would like to thank you all for pointing me in the right direction with your information. I should now be able to do my bug with confidence.

Well i'm not in the clear yet, apparently he got a code now for p0304 which points towards cyl 4 missfire, i hope i don't have to mess with the timing belt since it only a particular code for only one cyl. however i still want to say thanks to all for your help. now it's a matter for clearing the code and repearing the #4 cyl. And yes, i am getting a water pump and timing belt and will be updating you all of the progress on that one.

Check the coil pack for the cylinder misfire. Does the bug run funny if it is run through a puddle or the motor gets wet? If so, definitely the coil pack, they have a bad habit of cracking and allowing moisture inside. Also, check the plug wire for #4, they break easily.

The following happened after i replaced the timing belt and water pump. Runing the engine, it is a little rough at idle but runs great at speed. The engine light came on and i reset it. then later it came up again P0304. so I replaced the coil and wires. it starts and works good at idle now so i cleared the code. after a while of driving the code came back up again. so the engine light is on and the code is P0304. I am running out of ideas. I think i need to go back to the timing belt and re-check it to make sure i did not miss anything. I the mean time my neighboor is loving his car since he has it back and he is driving the crap out of it. LOL. I am happy just for that. Any way if I try the timing belt and there is nothing there I don't know where else to go. If anybody seen soemthing like this, please help me.
