What exactly is the problem? The turn signal relay is part of the hazard switch
try a search for this:
Hazard switch

or even better!

The flasher is in the hazard switch. If the flasher is bad, the switch has to be replaced.

Default Turn Signal Relay

I see that this is an old post but I am going to reply, anyway. There is no separate turn signal relay. We all remember those circular little plug in relays for turn signals. The new Beetle doesn't have one. It is part of the switch that operates the hazard flashers. To replace it, you must remove the plastic piece on the dash where the hazard switch is located. It has four star screws, two on the bottom and two in the front. You need to pull the plastic caps off of the ends to get to the front ones. Also, you may have to pull the cup holder assembly off of the consol so your star screw driver (torx) will it up in there. That is unless you have a shorty one. Unplug the connections. There are two for the hazard switch, the big main one and a little one on the bottom. Depress the prong on top of the swithch and it slides out of the front.
