Question Scratched dash board/worn steering wheel

I just bought my second beetle (totaled the first one ) It's in great shape but the previous owner had a dog that scratched and chewed the crap out of the interior. Luckily he left the upholstery alone...Is there any good way to "buff out" the scratches on the dash board? I think they're just in the thin film that covers the plastic. Anyone know an easy way to just peel/rub all that off or am I just best off getting a dash cover?

Also, the silver on the steering wheel "spokes" is worn off a lot, has anyone tried repainting these? or removing all the silver?

Just found the steering wheel spoke how-to, ignore that part!
