Question HELP! ..please

Recently, I took my '02 Beetle into a to get my headlight replaced and my air conditioning looked out. After replacing the headlight and tearing apart (and resembling) my air conditioning, I went to pick up my bug. When I got in the car and began to drive my emergency break light was on, followed by a continuous warning horn. When I took it back to the shop, the mechanic said that the light was on when he started the car, although it wasn't on when I dropped it off. This is the only light on.. and the horn continues to sound. My brakes currently feel like they did prior.The mechanic said that he put brake fluid in the car, but that it did not change, and that it must be the brakes that need replaced. When I researched, most said there'd be two lights on. Could there be a chance that is it something else? Or while looking at my air conditioning and fuses something became crossed or damage that would this?

Possibly crossed lines/fuses/sensor. Run an engine code?
