Default vss voltage problems

I'm working on a 98 2.0 manual bug. My manual says I should have .5 vdc on the blue/white wire and it should slowly drop to 0 when rotating the sensor. In reality, I have 1.7 vdc on my blue/white wire and it never drops. I checked for a lost ground and my ground is secure. My manual only shows a 2 wire sensor, and I have a 3 wire sensor with brown, blue/white and black/white. Does anyone have any thoughts on this? The sensor is brand new from VW.
