Dashboard piece question

What is this?

I have noticed that EVERY single bug I have seen since I bought mine does not have this.

It's the little circle piece on top of my center dashboard. It's like, a part of a dashboard, as I can't remove it no matter how hard I try, and I hate it because on sunny days it casts a nasty reflection on my face.

I assume its a gps mount, but I haven't been able to find a gps made for this type of mount. Otherwise, its an annoying piece of plastic just sitting in my car.

I don't have better pictures--these are the old ones in my thread. When I have a better chance (and if i dont have an answer yet), I will post better ones.

That is what you stick the suction cup to on your GPS.
