Don't have permission?

I was just trying to post a question w/quote to Marvins_dad on his technical how-to Disabling Daytime Running Lights and a screen with the following message came up. vBulletin Message AddToChaos, you do not have permission to access this page. This could be due to one of several reasons:
1. Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
2. If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.
For reason 1, the answer is NO,I was NOT trying to edit or otherwise access any 'privileged' system. Yes, I WAS trying to post so, as for reason 2, my acct. is not awaiting activiation and to my knowledge is not disabled. I clicked the Contact Us to ask this question and twice a screen popped up saying, The following errors occurred with your submission:
1. The string you entered for the image verification did not match what was displayed.
Why is this happening and what can be done? Thanks.
