Default Center Console

You should be able to add a armrest to the console, you will need the piece that bolts down to the center hump. this is what the armrest mounts to. Probably at a local wrecking yard would be cheaper than the dealer. Also you will have to cut a hole in the top of your console cover that the armrest will mount through.

I recently put a console from an 03 NB in my 2000, I like the cupholder option better

Possibly a complete center console assembly from a year 2000 or later Beetle that came equipped with the arm rest might be the way to go (new or used), my 2000 1.8t came with an adustable arm rest/compartment.
